When did FEMA know about formaldehyde?

FEMA has agreed to refund monies paid to buy trailers.FEMA sold these trailers to the survivors of Katrina. Residents bought the trailers at a discount.About 120,000 were sold.

FEMA officials brushed aside field workers concerns about the formaldhyde.Residents were complaining they were ill from the fumes. After a congressional hearing, sales were halted.
